Summary
President Trump issued a proclamation on April 2 modifying Section 232 tariffs on steel, aluminum, and copper. The changes take effect April 6 at 12:01 a.m. ET. CBP has issued corresponding implementation guidance.
Full-Value Assessment
Duties will now be assessed on the full customs value of covered goods — not solely on the metal content.
15% Metal Content Exemption
For goods outside Chapters 72, 73, 74, and 76, no additional duty applies if the applicable metal is less than 15% of the total article weight.
When applying the 15% rule:
• Combine the weight of all listed metals
• Report aggregate metal weight (kg) under HTS 9903.82.03
• If multiple metals apply, only one Section 232 rate is assessed
Updated Rates
• 50% on many core steel, aluminum, and copper articles
• 25% on certain derivatives
• 10–15% on specific derivative categories
• 0% in limited qualifying cases
Warehouse & FTZ
Goods entered or withdrawn from bonded warehouse on or after April 6 are subject. Goods admitted into FTZ on or after April 6 must enter in privileged foreign status. New Chapter 99 provisions (9903.82.02–9903.82.17) apply.
Country-Specific Adjustments
UK
Reduced rates apply to certain UK-origin goods if at least 95% of the steel was melted and poured, or aluminum smelted and cast, in the UK.
Russia
Russian-origin aluminum remains subject to 200% duties and does not qualify for the 15% exemption.
Temporary 15% Cap
Certain metal-intensive industrial and grid equipment will face a temporary 15% rate through 2027.
Product Exclusions
The Section 232 product exclusion process has been terminated.
